Recently, your city had five officers involved in a pursuit that resulted in an accident when a citizen was struck by the fleeing suspect’s vehicle. The incident caused a lot of bad publicity, and the officers have mixed feelings on whether the police should have been pursuing the vehicle in the first place.
You are the training lieutenant for your department, and your chief has asked you to put together a committee to develop a policy regarding pursuits. Who would you appoint to this committee and why? When and under what conditions would you allow officers to pursue vehicles?
Factors to consider include the number of vehicles involved in a pursuit, the rank of officers and their responsibilities, what to do when the vehicle leaves your jurisdiction, whether officers are in uniform or plainclothes and whether they are in a marked or unmarked vehicle, speeds involved in the pursuit, and alternative methods or procedures to employ and when.
