How does this relate to concise writing? Because of the overwhelming number of emails, the average time to scan an email is 8-11 seconds. That’s right, the average person takes 8-11 seconds to scan your email to determine if it is worth reading.

If you want to others to read your email correspondence, write concisely with clear meaning.
